1. Click Start, then Control Panel
2. Click Date, Time, Language, and Regional Options, then click Regional and Language Options.
3. Click the Languages tab, then check the box next to "Install files for East Asian languages".

Click OK, and the necessary files will install from CD. Reboot your computer, and you should be able to view the Chinese characters on this website (and everywhere else).
